At the center of this firestorm is the administration of Minnesota Governor Tim Walz. During a high-stakes hearing, Representative Mike Gill and other lawmakers presented a series of staggering allegations suggesting that the state’s leadership created a culture of fear that allowed massive financial fraud to flourish. The core of the controversy lies in a simple, yet devastating question posed by Gill: “Is it racist or Islamophobic to highlight and try to stop fraud?”
A 500-Fold Increase: The Mathematics of Fraud
The scale of the alleged mismanagement is most clearly visible in the numbers. During the hearing, Congressman Gill highlighted the Early Intensive Developmental and Behavioral Intervention (EIDBI) benefit—a program designed to provide critical services for patients with autism. In 2018, before Governor Walz took office, the program paid out approximately $671,000 in Medicaid claims. By 2024, that number had skyrocketed to an incomprehensible $342 million.
This represents a 500x increase in just six years. When pressed on whether the number of autism patients in Minnesota had increased five-hundred-fold in that same period, Governor Walz admitted that such a spike “doesn’t sound reasonable.” Yet, despite these glaring red flags, the administration is accused of failing to take the decisive action necessary to pause payments and investigate the surge. While Walz maintained that his administration eventually ordered on-site visits, critics argue that the delay allowed hundreds of millions of dollars to vanish into the pockets of fraudsters.
The Weaponization of Identity Politics

Perhaps the most disturbing aspect of the testimony is the method by which whistleblowers were allegedly silenced. Representative Kristen Robbins noted that dozens of credible reports have emerged from state employees claiming they were explicitly told not to report fraud because doing so would be “considered racist or Islamophobic” or would “hurt the state.”
This isn’t a case of partisan bickering. One of the most prominent voices in this scandal is Fay Bernstein, a self-identified lifelong Democrat who has only ever voted for the Democratic party. Bernstein has stated publicly that she faced severe retaliation, had her work responsibilities diminished, and was called a racist simply for attempting to make leadership aware of illegal contracting practices.
The implication is profound: identity politics, intended to protect marginalized communities, may have been co-opted as a bureaucratic shield to deflect oversight. When government officials fear that doing their jobs—identifying the theft of public resources—will result in career-ending accusations of bigotry, the system of checks and balances effectively collapses.
A “Culture of Dirt”: The Treatment of Whistleblowers
Governor Walz, who supervises over 40,000 state employees, insisted during the hearing that Minnesota has “strong whistleblower protections.” However, the testimony from those on the ground tells a very different story. Lawmakers cited reports of “continuous efforts to stifle” employees, describing the retaliation as “nearly unbearable.”
Employees who dared to speak out reported being denied vacations and promotions, effectively seeing their careers stalled as punishment for their honesty. Congressman Gill didn’t mince words, stating that the administration has treated these whistleblowers like “absolute dirt,” creating a direct pathway for the defrauding of taxpayer dollars.
While the Governor maintained that he could not speak to specific allegations or the feelings of individual employees, he did acknowledge that “the buck stops” with him. This admission places the responsibility for the state’s 11% fraud rate—a figure significantly higher than neighboring states like Wisconsin—squarely on the shoulders of the executive branch.

The Conflict of Authority: State vs. Federal
The hearing also touched upon a broader breakdown in cooperation between state and federal authorities. Lawmakers pointed to instances where the Minnesota administration allegedly refused to coordinate with federal agencies like ICE or the FBI during periods of civil unrest. While the Governor defended his actions as a defense of “neighbors” against what he termed an “untrained force,” critics see it as part of a larger pattern of resisting oversight and traditional law enforcement protocols.
This resistance to external authority, combined with the internal suppression of whistleblowers, creates an environment where accountability is virtually non-existent. When a state acts as a “sanctuary” not just for people, but potentially for the mismanagement of federal funds, the victims are the taxpayers who fund these programs and the vulnerable citizens—such as children with autism—who are deprived of the resources stolen by bad actors.
